Tencent's HPC-Ops: Chinese Software Squeezes the Most Out of American Hardware

While the industry argues about the quality of LLM answers, Tencent has turned to how those answers are generated. HPC-Ops is a set of tools for optimizing inference at the lowest level. The developers focused on bottlenecks: Attention operations, Grouped GEMM and Mixture of Experts (MoE) layers. The main selling point is that this is not a theoretical side project but code that has been tested in Tencent's clouds. Any C++ or Python project can now use these CUDA kernels to cut latency and save on GPU rental. With chips in short supply, this kind of optimization matters more than the models themselves.

While the whole world debates whose model is smarter, engineers at Tencent have taken on a more mundane but far more important problem: how to stop burning budgets on inefficient computation. Everyone is used to neural networks being written in Python, but under real production load, interpreted languages become a burden. You need direct access to the hardware, and that is exactly what the new HPC-Ops library provides. It is not just another bundle of scripts but a full operator library for high-performance inference, which Tencent Hunyuan has spent years battle-testing on its internal services.

The problem is simple: modern architectures such as Mixture of Experts (MoE) or transformers with huge context windows are extremely demanding on memory bandwidth and GPU compute. NVIDIA's standard libraries do not always fit the specific needs of particular architectures. Tencent took the customization route and rewrote key CUDA kernels for operations such as Attention and Grouped GEMM. These are the bricks every modern language model is built from. If the bricks are crooked, the whole building wobbles and cloud bills climb.

HPC-Ops pays particular attention to Fused MoE, a technique that merges several computation stages into a single pass over memory. In mixture-of-experts architectures this is critical, because constantly shuttling data between different parts of the GPU creates large delays. Optimizing these processes lets models respond faster, which directly affects user experience. Nobody wants to wait five seconds while a chatbot works out how to finish a sentence.

Why did Tencent open the code now? The answer lies in the global context. Under sanctions and a shortage of advanced chips such as the H100, Chinese companies have to become champions of efficiency. When you do not have an endless supply of GPUs, you start polishing the software until it shines. By releasing HPC-Ops as open source, Tencent is effectively offering the market a standard that could compete with solutions from NVIDIA or Meta*. It is a strong move in the fight for influence among infrastructure developers.

For an ordinary developer, this means the barrier to building fast, cheap AI services has dropped a little. The library offers compact APIs for C and Python, so these developments can be integrated into existing projects without rewriting everything from scratch. It is a bridge between academic research and harsh enterprise environments, where every millisecond counts.

In the long run, releases like this change the industry landscape. We are moving from the era of "just make it work" to the era of "make it as efficient as possible." Tencent is clearly signaling that it is not merely a consumer of technology but one of those setting the rules at the architecture level. The only question now is how quickly other major players will pick up this work, and whether HPC-Ops will become part of the standard LLM inference stack worldwide.

The takeaway: Tencent is shifting the fight for the AI market onto the ground of computational efficiency. Can Western frameworks offer anything as optimized for MoE?
