Beeline deployed a network of more than 3,000 AI-powered audio badges in Russia. The smart badges are designed to assess the quality of service to citizens in government institutions and improve service standards. According to the operator, the system has already processed about 600,000 hours of recordings of conversations between employees and visitors, identifying patterns and opportunities for growth.
How Audio Badges Work
Audio badges are portable devices the size of a keychain that employees wear on their chest during work. The built-in microphone records all conversations with visitors, after which the AI system automatically analyzes the quality of interaction. The algorithm assesses politeness, competence, accuracy of information, and the time spent serving each client. The system identifies how employees communicate, detecting pauses, protocol violations, and non-verbal signals. Results are compiled into detailed reports and transmitted to management for training and process optimization.
Scale and Results
At the CIPR-2026 forum, Alexander Shvedov, Beeline's director for government customers, presented interim results. During the system's operation, it has processed about 600,000 hours of audio recordings — equivalent to approximately 68 years of cumulative conversation time. The indicators show that the project covers many government institutions across Russia, from registry offices to pension funds, and the number of participants continues to grow. The accumulated data helps identify patterns and standardize best practices for service delivery.
What AI Reveals
The system performs a detailed analysis of each interaction. Audio badges help identify and record:
- Violations in the citizen service protocol
- Insufficient time allocated to individual clients
- Need for additional training or retraining of employees
- Communication problems: harsh tone, incomplete information
- Downtime periods, queues, and bottlenecks in the process
Managers receive access to detailed reports for each employee, shift, and entire department. This enables rapid response to problems, implementation of improvements, and tracking their impact on service quality.
What This Means
Beeline's project demonstrates how AI monitoring is being deployed in Russia's government sector at scale. Audio badges are not simply a control tool, but a system for continuous learning and optimization. The technology works well in bureaucratic environments where procedures are critical. As the project expands, audio badges will be enhanced with new features — emotion recognition, multilingual analysis, and integration with management systems. This represents a step toward a comprehensive digital portrait of service quality to citizens.
